Launched by the Guyanan government in cooperation with the World Bank and the Inter-American Institute for Cooperation on Agriculture (IICA), the Symposium on Agricultural Risk and Insurance was held in Georgetown, Guyana, from December 7th to 9th to address the primary risk factors affecting the agricultural sector of Guyana and to lay out a risk management strategy. The event included 70 participants from the policy, agriculture, risk management, and financial sectors.

The Small Enterprise Education and Promotion (SEEP) Network’s Practitioner Learning Program (PLP) “Reaching Scale in Youth Financial Services” is accepting applications through Monday, December 14, 2009. PLP is a learning project that will explore innovations in youth financial services to help microfinance and microenterprise institutions better respond to the growing need for appropriate and accessible products for people 12 through 24 years old. The PLP will focus on understanding the stages organizations must move through to achieve scale. The goal is to expand the number of youth clients served by appropriate financial services and to improve the quality and breadth of service provision to youth.

Event Description: This conference, which is attended by microfinance practitioners and other stakeholders, aims to encourage the integration between the microfinance industry with other sectors, and showcase current projects that have been successfully launched in Africa and the Middle East regions. It also plans to monitor progress towards fulfilling the Microcredit Summit’s two goals for 2015, which are (1) to provide financial services to 175 million of the world’s poorest and (2) to help 100 million families rise above the poverty line.

MICROCAPITAL BRIEF: Insights on Regulatory Developments in Russia’s Microfinance Sector

Robin Ratcliffe, Director of the SMART Campaign, reports on her observations from the Eighth National Conference on Microfinance hosted by the Russian Microfinance Center which brings together 400 microfinance players across the country as well as representatives from the Russian ministries. Ms. Ratcliffe notes that the Russian microfinance sector is about ten years old, currently reaches about 600,000 clients and is dominated by small business lending carried out by government development funds.  Also, credit cooperatives which have dominate microfinance activities of savings and lending in the rural areas, have been unregulated.  As a result, foreign investors have found it difficult to operate in Russia because management, governance, and accounting standards vary widely.  However, a state has passed new legislation that would establish standards to regulate credit cooperatives for the first time.

MICROCAPITAL BRIEF: At Conference, Kenyan Finance Minister Talks About Microfinance Reform

At the 16th Annual Conference sponsored by MicroFinance Network (MFN) in Nairobi, Kenyan Minister of Finance Uhuru Kenyatta commented on the progress of the government towards implementing reforms in the microfinance sector. Last year, the government passed its Microfinance Act and pursuant to it, has begun supervising and regulating the industry, including issuing licenses to operate as microfinance institutions. Currently, Kenya has 4.5 million customers in microfinance sector and those figures will go higher with reforms. Minister Uhuru noted that the Central Bank of Kenya has already created a microfinance supervisory division and plans on future laws to monitor remittances as well.
