NADRA Technologies Limited, a subsidiary of Pakistan’s National Database and Registration Authority (NADRA), has partnered with Karachi-based commercial bank Habib Bank Limited (HBL) to expand HBL Express, a service that allows for the payment of utility bills and sending domestic money transfers without the need for a bank account [1][2]. HBL Express will become available at the 5,500 locations at which NADRA Technologies, whose parent organization issues government identity cards, offers e-Sahulat. E-Sahulat provides a platform for individuals to pay utility bills. This service is franchised out to small businesses in Pakistan [3].
HBL operates 1,540 branches in 25 countries and in 2012 had PKR 1.6 trillion (USD 16.4 billion) in total assets [4]. The total number of agents that offer HBL Express is not available.
