A World Bank-funded project that integrates both HIV education and microfinance initiatives has aimed to provide women in Niger with an opportunity to escape the world of prostitution and start new lives as entrepreneurs, which in turn may help reduce the risk of HIV transmission [1], stated an article from Integrated Regional Information (IRIN) [2], a news agency created by the United Nations Office for the Coordination of Humanitarian Affairs.

MICROCAPITAL.ORG STORY: Social Fund For Development and UNDP Meet To Establish Microfinance Network In Yemen

It was recently reported in the Yemen Observer [1] that a microfinance network or trade association will be established in Yemen with a view to promoting best practices, good governance and accountability in the country’s growing microfinance sector. A meeting was held by the Social Fund for Development (SFD) [2] and the United Nation Development Program (UNDP) [3] to select the board of directors for the network and to deal with preliminary matters. The report in the Yemen Observer stated that the establishment of a microfinance network is ‘an integral part of the national strategy to develop the microfinance industry’ in Yemen and that the network will focus on providing the technical assistance, increasing the abilities of MFI officers as well as setting up and supporting a centre for exchanging information, experiences and techniques within the Yemeni microfinance industry.

The Bangladesh Rural Advancement Committee (BRAC), an international non-government organization (NGO), will lead a partnership worth USD 15 million in Sierra Leone and Liberia to provide microfinance, healthcare and agricultural support [1, 2]. The Soros Economic Development Fund (SEDF), Open Society Initiative for West Africa (OSIWA), Omidyar Network and Humanity United are funding this project through a combination of grants and equity [1, 3, 4, 5, 6]. BRAC has opened 20 new microfinance branches since March 2009 in Sierra Leone and Liberia, with the first loan being issued in June, and aims to open 20 more by the end of the year [1]. During the two year pilot program it aims to provide loans to tens of thousands of women in these two West Africa countries [1]. Furthermore the project will provide agricultural supplies, training to farmers and 400 community based health volunteers [1].

MICROCAPITAL.ORG STORY: Centenary Bank of Uganda to Increase Microfinance Lending within Agriculture Sector

Centenary Bank of Uganda, a commercial bank with a focus on rural microfinance, has announced that it will increase its loans to farmers, further increasing its agricultural lending [1, 2]. The loans will enable farmers to buy tractors and other machinery up to a maximum of UGX 200 million (USD 95,000) [1]. Farmers owning 100 acres of land will be targeted. Recently the government declared in its 2009-10 budget that a UGX 30 billion (USD 14.2 million) loan guarantee will be made available to banks that extend loans to the agricultural sector this financial year [1]. The government believes this investment will help Uganda recover from the global recession as the agricultural sector employs 85 percent of the labor force. Centenary Bank will also seek to access part of the UGX 88 billion (EUR 30 million) credit facility that the European Investment Bank (EIB) is extending to several Ugandan commercial banks [1].

According to the report in the Spring 2009 MixMarket Microbanking Bulletin, food prices in developing countries remain elevated (above international market prices) and continue to negatively impact microfinance clients.  Amazingly enough, approximately 1 billion people (nearly one-sixth of the world’s population) subsist on less than USD 1 per day.  Both Ahmed and Nestor of the Grameen Foundation note that increasing food prices have the greatest effect on the poor populations that spend between 70 and 80 percent of their household income on food.

The Reserve Bank of Fiji Governor, Sada Reddy announced at Pacific Microfinance Week, a five-day conference in Fiji, that the Reserve Bank of Fiji (RBF) will work to review the regulatory framework for microfinance development in Fiji [6, 8]. He noted that the RBF will work with commercial banks to introduce rural banking services in the country [6].

MICROCAPITAL STORY: International Fund for Agricultural Development (IFAD) Grants $23.9m to Afghanistan for Rural Microfinance and Livestock Support

The International Fund for Agricultural Development (IFAD), a United Nations agency, has announced a grant of USD 23.9 million to create the Rural Microfinance and Livestock Support Program in Afghanistan. This is the first IFAD program in Afghanistan and will be implemented in the northern region. The microfinance portion of the program will tailor microfinance services to the rural population, especially farmers who lack access to microcredit. It will be implemented in partnership with the Microfinance Investment Support Facility for Afghanistan (MISFA).The Ministry of Agriculture, Irrigation and Livestock (MAIL) will be the lead agency for the livestock part of the program which will focus on women headed households and pilot various private-public partnership models. It is not clear how the funding will be split between the two sections of this program.  

MICROCAPITAL STORY: PS Microfinance Bank in Nigeria Exposed as Unlicensed and Fake, Bank Closes Operations Abruptly, Several Depositors Lose Huge Amounts of Money

Nigeria based PS Microfinance Bank Limited has closed operations abruptly, leading to heavy financial loses for several of its depositors, as per a press release on The Guardian – Nigeria. According to the release, the bank collected money from ‘almost every trader’ in the Akute area in Nigeria with the promise of providing attractive loans. Following the collection of money, the bank officials are said to have closed down not only their rental office in the Akute region but also their head office in the Ogba region of Nigeria. Officials of the bank have reportedly ‘gone into hiding’ and have been unreachable to both their clients and the press. As stated, the victims of the bank’s fraudulent activities are mostly traders including several women and the total loss for the depositors is estimated to be in the range of millions of Naira; an exact figure of the total amount defrauded by the bank is not currently available. Presently, PS Microfinance Bank does not maintain a web presence nor does it appear to report to MIX, the microfinance information clearinghouse; it is however unclear if a website was in fact existent for the bank prior to its closure.

The theme of the recent Gambia Association Accountants (GAA) conference was ‘Development of Microfinance Capability in the Gambia’.  Extracts of a discourse delivered at the conference discussed how the government of the Gambia has taken measures aimed at ‘further deepening and building more resilient and sustainable microfinance institutions (MFIs)’ in recent years. The government has drafted a bill to regulate and supervise microfinance activities, reviewed microfinance policy guidelines and the Financial Institutions Act, and approved various microfinance projects.  

MICROCAPITAL STORY: $10b Islamic Solidarity Fund for Development (ISFD) Releases First Annual Report Including Details of its Microfinance Support Program (MFSP) Worth $500m

The Islamic Solidarity Fund for Development (ISFD), a program of the Islamic Development Bank (IDB), has released its first annual report. The report describes the first year as being spent setting the basic foundations for the ISFD including establishing procedures and developing guidelines. The original target of the fund was USD 10 billion with contributions to be made by IDB and IDB member countries. As at the end of 2008 USD 2.61 billion had been pledged.  This comprised of USD 1.61 billion from 36 member countries and USD 1 billion from the IDB. Saudi Arabia had committed USD 1 billion, Kuwait USD 300 million and Iran USD 100 million. MicroCapital first reported on the launch of this fund in March 2008.

MICROCAPITAL STORY: The Role Of Rural Microfinance In Improving Food Security – Experiences of the Agricultural Credit Corporation in Jordan

In Omar Omeidat’s report in the Jordan Times on a regional conference in Amman on agricultural banks and rural microfinance, HRH Princess Basma was reported to have highlighted the importance of funding for rural projects, particularly in view of the global economic crisis, which she said has had a negative impact on food security programmes. The Princess indicated that due to local and global economic circumstances and a shortage of water resources, the agricultural sector in Jordan faces several challenges, which have led to a drop in the sector’s contribution to the gross domestic product (GDP) and work force. Jordan’s water crisis was the focus of a recent article on the AlertNet-Reuters network, which disseminates information about humanitarian disasters and emergencies across the globe. The IRIN portal, which provides information on humanitarian affairs under the auspices of the United Nations Office for the Coordination of Humanitarian Affairs, recently reported that whilst the water and related food crisis in Jordan is not yet critical, a range of measures and projects need to be implemented as soon as possible to contain the problem.
